Hung Parliament

So there is no way that any party can claim a majority, the first hung parliament in my lifetime. How about this for a radical solution. Cameron talks to to the SNP, Plaid Cymru and the Parties for Norther Ireland. He offers them a one off deal of devolution. Suddenly the face of British politics changes for ever. Approximately 100 seats of which around 70 labour are then removed from Westminster. There will then be a stable government formed by a majority party in each parliament.
Would it work? What could go wrong?
